fix(pipeline): build stg_ees_ks4_national in the annual EES DAG

The DAG's dbt --select list predates the official-KS4-nationals stream, so the extract loaded raw.ees_ks4_national but the staging model and fact_ks4_national_averages were never rebuilt — staging kept serving the old computed means after the DAG run.
