docker/setup-buildx-action creates a BuildKit builder that ignores the host daemon's registry-mirrors setting. Configure buildkitd inline to route docker.io pulls through the local pull-through cache at 172.17.0.1:6000 (Docker bridge gateway → host port 6000).
